Alright, I suppose I can spare a few tidbits of wisdom.
1. First you need to have a solid idea of what kind of mechanics the game is going to run under. My best guess right now was that you were thinking of a basic Sonic game with a lot of action game garnishes. I'm not sure though. Regardless, that's what I have to assume because 99% of Sonic fangames follow the basic Sonic platform game formula and half of those add onto it. In any event, if that's the case you have to decide what you are going to keep and what you are going to differentiate from when it comes to the core mechanics.
2. Once you have a good idea about how your game is going to work and how your players are going to navigate the world around them, you need to come up with ways to break up the action. Simply throwing people in a world and expecting them to do things is boring. Usually. This is largely tied into the whole notion of level design, particular if you are going to follow the basic formula of Start, navigate various portion of a map, finish a map, move on to next level... you know, the whole point A to point B concept that's been popular since the first platformers. And in order to come up with a good level you generally have to think about it in terms of events that happen during the level more than anything else. From there it's mostly a means of providing paths for the player to reach those events.
Once you have those two notions down, it's actually pretty easy to go from a completely unconcepted game to a very well fleshed out concept.

think of it as an ace combat kinda thing
with commmandable and controllable units sort of like battlefield except control revolves around a solitary character. such as shadow, with the support from other units can execute various attacks, which have different effects something like immediate damage with a laser near any range compared to a missile which has a shorter range but higher damage ?? or a close on attack which is most effective yet comes at cost of safety. The basic control will be that of a sonic game, jumping running likewise, there will be platforms for the most part. the ship level the player will have to jump ship to ship. I got ideas but im kinda running on e here ?

SonicVision, I'm really surprised to how you are taking DW's comments towards you. I mean, you could've taken it A LOT better than you did. When you ask for help in your topics and for people to do things for you, you should really try to consider trying it yourself first, that is how you improve and get better at things. How do you think the people you ask to do these things get better at the things they are good at? They certainly don't do it by asking for people to do it for them. If you feel you can't do something, it's best to try to get advice from people or just try to go for it to get your confidence. However, being overconfident isn't good at all.
You should include a substantial amount of information in your topics though, Just having mock-ups or text saying "HAI CAN YOU HELP ME DO THIS? THNXLOL". I far from the way to go about doing it. You should gather information for a thread to make a thread and be happy that you have enough content to make people interested for your game/s.
When you want someone to do something for you, make sure you try to provide evidence that it will be used appropriately and is appreciated by you. Just saying "CREDIT GIVEN!" doesn't really entice me to try to make something for you. You should try to show the user/member that it is worth the effort and isn't just something that'll be binned within a few days/weeks.
Now, I'm not trying to bash you here, I am merely trying to give you advice. Advice that could help you on forums you may be on or join in the future. Dw is right though, manners wouldn't hurt at all. Manners are quite good on forums and in real life in general. It helps people to take a shine to you and probably feel a bit more accustomed to reply to your topics knowing you won't rage at their feedback for something you may post.
All in all, Try to shape up if you want to last here since judging from the admins posts you won't be with your current attitude and posting skills but mainly attitude. Most Staff HATE people with really bad tempers. If you play your cards right from here, you could be quite a lot more liked by most people in the future.
Feedback on your screenshots and information:
You know, big resolutions are mostly unneeded. Such as in your case, you have just resized some sprites. That isn't good at all visually speaking. It is best to make a game where you match the window size that the sprites look the best in. Most games use a screen-size of 320X240. Which is quite a solid screen size for the type of sprites you are using. Most people who do Next-Gen Sonic games for example Use a longer Width in their screen. That, again, Is still acceptable but just make sure to keep The height a good Height. Something along the lines of 420x240 would be a good size for something like that. Try not to resize sprites, It doesn't look good especially when blurred like in the 1st screenshot. Most people like good graphics in games however When it comes down to playing it. They prefer that and a solid engine. So graphics helps entice the user to want to play it and the engine makes them happy to play it and also might increase replay value for it not being a pain in the "ASS" to attempt to play.

im working on the super characters, the engine for them hence shadow, supershadow
they will be an important part of the gameplay.
there will be more characters obviously ??

No i didnt not resize the sprites its the actual size.
The resolution of the game will change on and off large and small
