What the hell has happened to humanity?

A man's home gets burned down over a $75 fee.
For those who want a summary, a family in South Fulton, Tennessee had a house fire. When the man of the house called the fire department for help, they refused to help him because he forgot to pay a fee. The firefighters showed up later to douse off the neighbor's house when it caught fire, since they paid their fee. These families live outside the city limits, so they have to pay a service tax so they get protected.
Whatever happened to human decency? Isn't it a firefighter's civic duty to help when a fire arises? This is just unfuckingbelievable.

So... ignoring the level of douchebaggery displayed by the fire department for a moment, I have to ask: They didn't deduce that, if all of this person's shit is burned up, there's no way in hell they're getting the money he owed because there's a good chance that most of his funds are going to be tied up in finding a new place to live and, if he lacked insurance, replacing the shit they could've saved? On top of that, aren't there laws that prevent the police and fire departments from ignoring calls for help? Even if it's totally okay to ignore somebody in need because they owed money, they should get punished simply because this problem can spread and harm other people. Any retard could've figured out that the fires weren't going to put themselves out and that letting one grow just to spite somebody who made a presumably honest mistake isn't the smartest of ideas.

Yeah, I heard about this some days back. I don't care if you're Ayn Rand, it's completely outrageous. The entire system was fucked from the beginning; basic public services should always be compulsory to fund. It was dumb to not pay (and especially dumb to live in such a shitty place), but that was peoples' livelihoods, their memories, their valuables, and something could have been worked out. No excuse for the way the city responded.
What is it that makes a complete stranger dive into an icy river to save a solid gold baby? Maybe we'll never know.
