How should I explain?
What Klonoa was to PS1, Sparkster was to the Genesis and SNES. He was a third party mascot that got little recognition, but was in one of the most fun, innovative, and well built games of the time.
Of course, RKA is nothing like Klonoa, I was just using that as an example. The actual game is in a nice run'n'gun style with some unique moves: a bit of Gunstar, a bit of Contra, and a bit of pure awesome.

A lot of the textures and stuff still look like they weren't finished or are just filler. It's totally possible they could either improve the graphics, or even go a cel-shaded route before 2010.
I honestly think it looks better not cel-shaded though. Rocket Knight is cartoony, but not in the same way cel-shading lends itself. I honestly think it would look better in more traditional 3-D, just with a lot more color than it currently has.
