Personality:
-- Durge is a depressing character, and exhibits all symptoms of insanity. He continuously speaks of how sorrowful or sad any subject is, from cartoons to outright slaughter, and does so is a monotonous voice. He dislikes people, almost everyone, and deems many he meets to be 'corrupt' and subsequently attempts to kill them, usually resulting in success. He exhibits signs of O.C.D. (Obsessive Compulsive DIsorder) as well, constantly rearranging objects in to exact orders and remaining as clean as possible at all times.

-- Often, Durge is seen wearing simple clothing of dark colors; usually a pair of burnt orange shorts with an ebony-colored hoody tied about his waist. He prefers to go shirtless and barefoot. On rare occasions, however, you'll see him in full wear; a black business suit with red undershirt and black tie, complete with leather dress shoes and red handkerchief.

-- The Excellector (Uses One Slot): Single-grip main-hand weapon. Hilt is made from bone, wrapped in blue linen, blade formed from one's own aura. Takes on the properties of a person's personality; in Durge's case, its blade is red with many black, swirling designs. It also gives off a dark mist, and seems to corrupt whatever it touches.

-- Special Properties: Poisonous The Excellector is a weapon of evil now that it is in the hands of Durge. Whenever it cuts a living being, it leaves a small trace of its aura signature within the wound, slowly and steadily draining away their life force. In Role Playing terms, this translates to losing one Vitality Point every time the afflicted player takes a turn outside of the original hit.

-- The Fifth Horseman (Uses One Slot): Off-hand Parrying Gauntlet. Crafted from a rare black metal known as 'Adamant', The Fifth Horseman is an item steeped in mystery. Many believe it was made during a great calamity to have stricken the world many years prior, while others still say it is a product of something far greater than our understanding. However, one thing is certain; no amount of force can dent its incredibly dense, yet light, armor. Other than that, it holds no special properties.

-- Chaos Control (Uses One Slot): Durge is one of the few beings in existence that understand the intricacies behind the mysterious power known as 'Chaos Control'. He is able to control Chaos on a large scale to perform Chaos-based attacks, such as hurling energy balls or powering himself up beynd normal limits. This also includes a complete control over his own aura, being able to use it as a separate weapon all together.
-- Hyper Mode (Uses One Slot): The blood of Mot runs through his veins, an ancient Osirisian of terrible mind and power. Having such a powerful bloodline, Durge is able to tap in to the full potential of his mind and body through highly concentrated Chaos Control, slipping in to the legendary Hyper Mode. When the transformation completes, Durge's fur turns silver, skin a dark shade of orange. He also seems to gain some muscle mass, no longer resembling a corpse. This raises all attributes by 10 (Ten) points.

Character Background
(I am not exactly happy with the maximum allowed for this section... But I'll have to make do. I'll make this as brief as possible.)
-- Durge was born as the son of a Cocoa Island Tribal Chief, one of three siblings named Durge, Surge and Raid. He grew up as the oldest brother, training constantly to become a warrior, until he was visited by his true father, The Mot. This Daemon Entity told him of what he was, what he should be, and thus Durge began his slow descent in to madness and self-punishment. He finally snapped after many weeks of remaining within this state of mind, killing everyone in his Tribe (Including the Tribal Avatar) without mercy, save for his two siblings. From there, he escaped the Cocoa Islands and began his trek through Mobius, killing many in the name of his father and seeking to route out corruption and all of its branches. He is not above spilling the blood of the innocent to accomplish this.
Role Playing Example:
-- The night air was oddly cold... Something didn't feel right.
-- It was mostly a gut feeling, though, and nothing he should have reported. There wasn't much to tell, to be honest; empty blackness, a sea of stars and uninhabited space. Slowly, he leaned back in his chair, arms folding behind his hair and feet kicking up over the rim of his appointed desk. This was an easy gig... Nothing to worry about.
-- However, a tiny, silver speck near the planet's surface caught his eye. Leaning in, the security guard squinted in an attempt to get a better look at it, trying to get some form of detailed visual to see if he'd need to activate the ship's security systems or not. It was approaching incredibly fast, he could tell that much; maybe it was a single fighter?
-- The hypothesis was dashed once the silver streak burst through the window of his office, explosive decompression causing his desk and chair to shoot out in to the abyss, taking him with it for several feet before the silver figure grasped hold of his hand. (Requires 6 Strength; 6 - 20 = 14) Eyes wide, the Security guard caught a glimpse of the silver being's eyes; black, with blood-filled irises. An intense feeling of sorrow wracked his body, but all went cold when he felt a sharp pain in his chest. Eyes trailing down, a red, energy-based blade had been rammed through his chest. (Requires 3 Strength or Weapon Offensive Ability; 14 - 3 = 11) The pain was slowly dying away, though. Slowly, his vision turned black at the edges, eyes rolling in to the back of his head. When dead, Durge released his grip, sending the man floating out in to space, where his body crystalized in to a solid, humanoid block of ice.
-- Durge turned his attention to the door before him, an emergency shutter closing over the breached viewing port behind him to keep the atmosphere from venting out entirely. His mission was from The Mot, and was clear as it could be; kill them all.
-- "How... Sorrowful," he whispered to himself, lifting his hand to face plam-out at the blast door before him. A brief charge, and he then released a ball of silver energy, blasting the hole through the slab of carbon steel. He stepped through it nonchalantly, met by an entourage of armor-clad, gun-wielding security personel. His eyes narrowed, barrels flashed, and bullets flew.

Alright, not bad. I personally don't like the theme, but he definitely fits within the guidelines and you give some real nice descriptions for everything. Only a few problems with your slots, but you seem to understand the general concept so this should be easy.
Your first weapon's 12 points instead of 10 because the poisonous ability counts for 2, so just readjust it. Your armor though technically counts as a melee weapon so it needs an offensive and defensive score. No your can't give it 10 defense, that's overpowered, but just give it the indestructible ability or something and you should be good.
Chaos Control is a no-no. It's not completely off limits, but you need a really damn good and convoluted as hell reason to get it, and you'd need to make it balanced which is next to impossible. He can definitely have some ability to help him dodge as along as it has a small cost. If you can't think of anything though, he could always have a stat buffer.
Hyper Mode is a little overpowered in its current state. A super buff move like that needs to have a fairly hefty cost per turn, and it can't give you 10 and 10 bonuses, a good character to look at for something like this would probably be Gambit in my signature.
