Rules: O Vitality means a knockout..On land. In the water, if you're character is KO'd for more than 2 posts without being saved, he/she is fish food. Ce'st la vie.

Onto the plot! The setting is a small Archipelago of Islands, known as the Cherry Islands, due to cherry trees thickly covering many of the islands. But, beyond those pretty trees is something not quite as nice. Pirates do business on many of these islands, especially Gunpowder Island, where the ship of the infamous Scurvy pirate crew crashed. It is a hub of illegal activities, ranging from black market deals to things that are very unpleasant. Gunpowder Island is the largest island, and is located at the center. The second largest island is Chao Island, where a Navy outpost has been set. The Navy men run tirelessly in their efforts to quell the illegal activities, and enlist as often as possible. You choose a side: Pirates, Navy, or oyur own allegiannce. Its up to you. In this RP, there is a ship building feature (this is for very large ships. Not speedboats). It is as displayed here:

Hull: The integral part of the ship, if this fails the ship sinks.
Sail: Allows the ship to go with the wind, every five points gives a speed difference of 20 mph. If these get destroyed, you can no longer sail with the wind for high speeds.
Paddle Wheel: The mechanical movement of a ship. Every five points gives you 10 mph in speed, and the wheel can go against the wind. The sails and paddle gives you a collective speed boost when going with the wind, and if the paddle gets destroyed you must rely on sails or ocean currents.
Rudder: The steering mechanism, if this gets destroyed you can't turn by yourself.
I couldn't think of a really effective way to implement cannons, but here's what I got, feel free to suggest something else.
You get two cannons on the left and right sides of the ship, one cannon fires out standard cannonballs, these cannonballs have 6 offense, but do half damage to sails and sailors. The second cannon has a shrapnel shot that deals 7 offense to sailors and sails, but only 3 to other ship parts.
Now, you have infinite cannonballs, but you can't use the first 3 times in a row, or the second twice in a row. You can't shoot at things you shouldn't be able to, as in, you can't shoot at troops below the deck, nor can you shoot at the paddle or rudder if you're side by side.
You can take down a ship by either destroying the hull, or by boarding and taking out the crew. You can only board a ship however if you are side by side and the ship is moving at 10 mph or less. A character with the jumping sub ability can board a ship while it's moving at 20 and then either attack the crew or attempt to further slow down the ship, and characters with ranged attacks can attack across ships while they are moving at 20 mph or less in order to either slow down the ship or injure the crew. Once a ship has boarded another, neither ship can fire cannon rounds at each other.
